spain has had Iberians (astures, turdetanos, all of them), Celts, Phoenicians, romans, North Africans from the punic wars, Visigoths (and sueves vandals and Alans), Arabs from al-andalus and jews which were later thrown out but did nonetheless created mixed bloodlines prior (mozarabs, maladies, mudejars, morisques)... Im sure im forgetting people. I've omitted Romanis since thats another can of worms, but they're there as well.
Later, in modern age, there was a lot of emigration from europeans to spain (and its viceroyalties) in search of business and profit. Most conflicts also resulted in mixing; Napoleonic wars lasted six years and there was a lot of marrying and raping involved, that I am sure of.
Either way, all of this cultural exchange is visible in surnames*; even in lineages that are overall Spanish. Lots of Catalonians have frenchmen in their lineage for obvious reasons. Bavarians as well emigrated to the north in like the 1700's. And countless other situations I am not aware of. As a result, You could meet someone in any region of spain, that has never left spain, whose current known family has never left spain and they could be named Dupont, or Bosch, or Betancor. And in that same town, you could also meet the most spaniard to ever spaniard, Manuel Fernández López or some shit LOL.
The Iberian peninsula has been occupied for a long time. Each living spaniard (actual spaniard, I mean) is a result of this rich history. Some spaniards might delude themselves into thinking they are TRVE 1000% IBERIAN, but it's just not true. I'm sure us cool ones have some Iberian within, but...
Even if very pale, lobster red pinky skin and super platinum blonde hair is not very common; lest we be brits... By those standards, Spain would not be very white, no. But the stereotype you're imagining isn't as common as you think. Not everybody is tan or can get tanned and the majority of people have brown or dirty blonde hair, often straight.
Some spaniards do look white like that, but it's far from the majority. They are a different case; their mom might be spaniard but their dad is bourbon...Dunno how diluted that French origin is by now, but still. They've been here only since the 1700, im sure plenty of people come from families older than that. If anything, they are more similar to some of the people whose lineage was started by some random French or German guy.
Ignore the princesses. Look at their mom, instead. Plebeian now queen. Ignoring the freaky amounts of plastic surgery, I don't how who would think this woman isn't white. She's very classic Spanish in regards to her colouring; pale neutral olive skin, dark brunette hair. Beauty aside, lots of spaniards look like her.
