When I use the Diana otp system, which was used by cia niggers since at least the 60's, on the decoded segments I get the keys
"QOQLWVTPFPPPO" for "EASTNORTHEAST", and
"LXTPYTLPGIF" for "BERLINCLOCK". The keys don't appear to be truly random but it's a pretty small sample, so it probably means nothing, but its still interesting.
