That specific quote, "waiting for the ancestors to send cargo" is from this documentary, which presumably accurately retells the natives' own explanation for how the world works:
tl;dw the airplanes are sent by the gods ...who are the ancestors of blacks. The cargo is intended for blacks. But the evil whites have tricked the airplanes into giving the cargo to blacks.
It's so hilariously typical of black thinking. I know these are blacks in New Guinea, and that US blacks are more intelligent thanks to the white admixture ...but the echos of the retardation of the cargo cult can be seen everywhere. It's "gibsmedat" raised to the level of a religion. It's the gigantic black ego on full display. "Everything actually belongs to us!!! YOU'VE STOLEN IT!"

But their primary failure is an inability to comprehend the critical elements of form; the elements that contribute to function. They think something with a superficial similarity to a radio tower
IS a radio tower.
