I think the majority of people are so used to always having access to videos and content on the internet that they forget a video needs to be filmed, it doesn't just spawn out of nowhere, someone had to point a camera and record something for there to be video of it

To be fair I had some genuine African American Appreciation today. Was walking home from the shops and a local bus, on the other side of the street, randomly stopped and began honking its horn. The driver rolled down her window and waved and yelled at me to get on. Maybe she recognized me. She gave a very animated lecture about how the cold is dangerous and can creep up on you if you are out too long. She didn't even mind that I was drinking a beer. Anyway, I like to remember this side of black people along with the negative.

It's the prosecutor. Judges dismiss, rule on (or dispose of) charges when presented. If charges just get dropped, that's the prosecutor's fault. Unless the case records are explicitly sealed, the attorneys (for prosecution and defense) are always named in the records and publicly available (assuming charges are actually filed in the first place and then later dropped).

But yeah, assuming police actually refer charges to the prosecutor's office following an arrest, there should be a paper trail of who's dropping the fucking ball over and over and over.
