Well someone want to chime in with a better legal understanding than I ever will have? My understanding is US justice system is predicated on rehabilitation and a punishment fitting a crime to effectively make it so the convicted party will not re-offend. Obviously the numbers are not great. The Best odds are those incarcerated due to a substance problems who actually deal with such substance problems. We have medically supervised drugs making certain substances ineffective/less effective and some drugs even create an incredibly unpleasant bodily reaction towards alcohol such as vomitting and nasuea; non-chemical based treatment works has small but noteworthy amount of success. Point being there is a shot at reforming a druggie/drunk, no guarantees.

You're absolutely right there is nothing society can do for people of lower intelligence with extremely violent tenancies other than permanent incarceration, a steady diet of Thorazine or just lower the standards for the death penalty and get rid of the immense bureaucracy surrounding mandatory appeals in any conviction leading to a death sentence.
I never understood low IQ as a defense in the event of gruesome and violent crimes. 10 years for 2nd or 1st degree murder is crazy and low prison sentences must have been a consequences of a formerly high-trust society.
I have even less knowledge on this but in my day job I once met a man who claimed to evaluate people arrested and IIRC I believe he claimed his job was to help determine and advise the court if people were fit to stand trial or analyze their thinking to see if they were literal sociopaths, or could determine right from wrong. This has been years so forgive the lack of details I can't even recall what his job title was if he told me. He seemed to know what he was talking about when spotting autonomous movements and reactions when lying, things like pupil dilation, touching ones face when lying, averting eye contact, breathing pattern changes, etc etc. These all sounded like things a good poker player or a shitty detective could tell you. The man treated me very respectfully, I couldn't help but be fascinated by his line of work. After my job was done I asked him to humor me and ask any questions of me to determine my character, should I be trusted with the tools and knowledge I gained? I promised not to be offended no matter what he said. He declined mentioning it was unethical or impolite so I immediately stopped pressing the subject. ever since then, I've been dying to know the exact details of how IQ and being fit to stand trial is dterminded and could someone with a 80-90 IQ simply fake ability to stand trial?
There was some murder case I can't recall the details of particularly bad premeditated involving 4 nogs 2 men and 2 women I think it was. The two men had an IQ below 50 which I didn't think was possible to function without a caretaker or live in structured home with locks on the inside of the doors. As I recall they were found unfit to stand trial despite premeditated conspired murder.

On the subject of retarded self destructive stories, grocery stores in Milwaukee shutting down after making no profits due to the usual reasons, fiscal year after year. People complain about having to abuse staff and shoplift at less convenient locations.
