When workers are required to work in hot environments for long periods, heat-related illnesses can occur and could even result in death, according to the Centers for Disease Control and Prevention. (Archive: https://archive.is/6Rj0m )

Here are some OSHA safety tips (Archive: https://archive.is/yftTE ) for working during the hot weather:

1. Symptoms of heat-related illness include fainting, dizziness, nausea, and muscle spasms.

2. Employers - provide water, frequent rest breaks, and shade.

3. Employers should also allow time to build a tolerance for working in the heat.

This infosheet describes heat-related risk factors for workers and symptoms of heat-related illnesses.

4. Offer training on the hazards of heat exposure and how to prevent illness.

5. Develop an emergency action plan on what to do if a worker shows signs of heat-related illness.

6. Drink small amounts of water frequently before you become thirsty to maintain good hydration. During moderate activity, in moderately hot conditions, workers should drink about one cup every 15 to 20 minutes.

7. Eat regular meals and snacks as they provide enough salt and electrolytes to replace those lost through sweating.

8. Set up a buddy system if possible, or check on each other to make sure no one is experiencing heat-related symptoms.

They didn't even mention one of the most useful: wear long sleeve loose fitting shirts and wide brim hats....

And it didn't occur to Mr. Nine-to-Five that maybe working earlier and later in the day, avoiding the hottest hours, was an option. Because work is 9 to 5 and that's when work is. The idea of adapting work hours to natural conditions is absolutely alien to people who work inside, in a climate controlled office with no variation whatsoever throughout the year. Instead it's "training", "buddy system" and "emergency action plan", none of which address the actual problem.
