He completely looks like a dude in these photos. Not even in the "Autistic Sped who enjoys dressing like Rainbow Brite" sense of looking like a dude. No, in these photos, Phil is just your run-of-the-mill "junior frat boy who's wondering if he has enough cash for beer AND a secondhand PS4 game" guy. Yes, he's unattractive, but more to the point, he's unremarkable.

Phil: basing his entire identity around a gender condition he doesn't have a bike he can't ride.

Great minds think alike, because the thread title made me think of this video as well and I was going to post it if no one else did. Fun factoid: this video was made by Harry Partridge who is a minor Christorical figure. He even references CWC in the video.
 
I can't help but look at how he eats the cake. When he pulls it off the fork, he cranes his head and smirks. I can't tell if he's being smug or trying to act cutesy and feminine. :|

That's exactly it. He's imitating these feminine gestures with no concept of the physical differences that fuck him up. It's not cute because it's eating and smiling, it's cute when it's someone who's body is capable of fluidity and ease of motion, it's just downright fucking Silent Hill unsettling on a tubby Italian with a Lawnmower Man haircut.
His gestures, his movement, everything about him that isn't appearance couldn't be read more masculine. He could wake up tomorrow looking like Michelle Rodriguez and every other part of him would read dude from a mile away.
