Starting a war and funding both sides is an investment. If you're selling bullets you can afford to spend a little on soldiers to get those extra bullets shot. And if you do that to both sides, you're selling way more bullets.

And then when the war is over someone has to rebuild everything. Big government contracts right there.. And oh look you just happen to be very good at large scale distribution and have access to lots of metal. And winners and losers both have to rebuild, and you're a proven ally on both sides... And that means you get the spoils of war too!

Funding both sides is a bet you basically can't lose.
