It's good to know he gives warnings before attacking. That will make it a lot more comfortable when I spot him in the future and want to take a picture.
 
He has cited "15 seconds" as his new response time to both an attack on the street and in his little troll den, which seems to be both an increase from the 10 he previously stated and also a fucking retardedly slow span to either register an "incoming attack" or to make it across the twelve feet of living room at most.

His continued sticking to the details he's so clear about while not mentioning anything at all about race, gender, anything like that makes me have a slight thought that this might actually be based partially in reality, and that Phil might actually have attacked some girl for taking his picture. Even he has to know you can only get so much pity if you beat up some Midwestern twenty two year old visiting Portland for the weekend.

Nah, this is another Phil story.
Portland is driven by its tourism, and the cops are getting more aggressive about trying to keep the street trash under control, due in part to the number of them. If Phil attacked some rando for taking pictures, he'd currently be digging a nightstick out of his ass in a holding cell and trying to pick his teeth back up.
This is some weird bullshit he made up because people stopped giving him tardbux. It's a power fantasy, nothing more.
Also, if you plan to attack someone and don't want to get your ass beat, you don't have "15 seconds". You don't have 5.
Our poor potato would be on the ground getting kicked in the gut by the time his grubby little fingers even reached his pepper spray.
He's got bluster, but he's harmless, folks.

I missed crazy, paranoid Phil. Bratty, begging Phil was alright, but it got old after a while.

You know, I wonder if part of the reason for this attack is that Phil's jealous about Slingblade going on about his big trip.

What probably happened was that Phil saw someone on their phone and thought, "Oh yeah! I'm the constant victim of transphobic violence!" By the time he got home, it had mutated into this story. If the waddle home had been any longer, the Kiwi would have been armed with a gun which Phil would forcibly take off him, having dodged the bullets.
 
Also I hope when Phil finally acts out one of these insane fantasies he picks someone with a concealed carry permit.

There's no point in reporting something that didn't happen. If this had really happened the cops would have been there in a few minutes, and Phil would have had to answer to the police why he was beating up an innocent person. Since, you know, taking photos in public isn't against the law.

However it is just the sort of thing that would put the frighteners on Phil, remember he's terrified of any genuine authority because it reminds him just how powerless he really is and right now is the time to hit him as he thinks he's riding high on a guff of hot farts.
