Actually that’s a good question, what do Ruby‘s speechs actually say? Hell, when did it ever even work? Didn’t work on Raven, didn’t work on Racist Lady in Volume 6, didn’t work on Salem in Volume 7, each time Ruby plays Talk no Jutsu, it fails.
Her speeches never really worked. They'd still be cringey even if an iconic character said them. Atlas still fell and displaced an absurd amount of people.

What are these losers talking about? A teenage girl making an impassioned speech on a global scale? How many of those are on YouTube? Your average person forgets about them hours later.

Ruby's speeches don't work because most of the time, she's the one inciting the conflict.

Sure, Ruby tried to reason with Harriet during their fight, but it was literally right after she taunted her team with her stupid "aNd ThEn YoU tRaInEd Us" line. You can't try to defuse a situation when you choose to engage an enemy like Ruby did. She might as well have said "It's just a prank, bro!"

Also, right before the fight, she decided to tell everyone about Ironwood "abandoning" Mantle without even explaining his motivation, just saying he needed to be stopped before getting cut off.

Then at the beginning of Volume 8, Ruby had the chance to negotiate with Ironwood regarding Penny and the state of Mantle, but hung up on him without even trying to reach a compromise.

And her famous speech to the world comes off as incredibly hypocritical when she says Ironwood can't be trusted... despite the fact that he put his complete trust in her team, didn't have them arrested for stealing government property, gave them Huntsman and Huntress licenses (to which Ruby still called herself one after Ironwood revoked it), and is the whole reason Ruby is even making this recording in the first place.

For a show that's supposed to teach us to "trust love", Ruby isn't exactly a very trustworthy person to deal with.

I never thought RWBY could reach farther than the bottom of the barrel when it came to pandering and virtue-signaling, but here we are.
I think nerves were struck.
