No. GDPR is about collecting and protecting any piece of personal data to render any kind of service.How are you going to defeat the tranny menace infiltrating your spaces when you people can't even handle dissenting opinions on a kiwi farms thread? Why is it that Community Watch has to be the hurt feelings brigade where we can't talk bad about the TERFs or Donald Trump without taking it to another special hugbox thread? I mean, more power to the people afraid of downvotes, but it's kind of ridiculous for the trolling forum to get this testy and bitchmade.
Apologies as this is almost the exact opposite of a "tranny sideshow" post, but its relevant nonetheless and an extremely based use of UK policy (General Data Protection Regulation). Could something like this work with HIPPA in the US?

What I gather is that he either effed up and used gender to mean sex and instead of clear numbers to count how many loos he needs to provide he got queerspecial gender pie chart, or GDPR doesn't recognise gender but sex as a personal data (it doesn't in my europoor application of it) so it's a matter of fitting into GDPR category to avoid financial penalties later on. AND it's likely that codes about providing loos for races also don't recognise geneder, but sex in their wording, so he needs actual number of actual males and females to count the toilets.
HIPPA on the other hand is about privacy of medical data in very narrow context of that field. So not even comparable.
