Looks more like, to me, him basically playing the Dems. He knows any actual bills being pushed will be filibustered and the proposed 'compromise' on the filibuster won't let them do anything either. Still, he can't be seen to be entirely unwilling to bend less his influence actually wanes.

The people who agree with this, would also argue Black communities have been denied accumulating intergenerational wealth by discrimination in the housing market. Which is a massive part of systemic racism and their oppression.
Which kind of gets to the strange issue of bringing about equality. People play the game where it's about elevating people. When really it's about bringing people down. Bring the middle class into the lower class. Then making their life "easier." They will own nothing but be happier.
For the rich elites, the wealth disparity between the poor and middle class looks very little. So it's all the same.
When I go to a third world country and see the wealth disparity between myself and the locals in a poor village. That is less wealth disparity than many of the elites have walking through well off neighbourhoods in their own countries.
They then look at helping the lower classes through the lens of a win-win. A win for them and a win for the poor. A win for them is the opportunity to grow their wealth. When the reality is, the only solution will be helping the poor grow wealth and stop it being sucked up to the top. Which is not a solutions anyone in power will consider. Options that don't include the win of growing the wealth of the elites is off the table. The elites growing wealth at the expense of the lower classes is the main driving factor in inequality.
Hence, the solution for housing is everyone except the rich rents and is denied getting into the property market. Can't stop the growth of wealth by the elites.
