I think Trump was operating under the same delusion as most people in democracies, that elected officials hold any significant level of unilateral power. Unelected members of the permanent government are the ones actually enacting most of what goes down, and if they don't like what's being ordered, they're very good at dragging their feet. And they'll be screaming about politically motivated witch hunts if anyone tries to actually wash out the crud. Of course, if they agree with the policy, then it doesn't get any major pushback and gets fast tracked. They don't even have to be actively malicious, just bureaucratic, delay it for a term.
The real power of most elected officials is the favors in that permanent government that they've worked up during a long career, both the ones they call in and the ones called in against them, to break down that resistance to get something passed through. Trump won the vote, but had shit in the form of political capital.

That fight is very lopsided right now. For once, in a good way. If there was a serious fight, then Cheney would still be spokesperson and the attempt to oust Romney wouldn't have gotten within a hair's breadth. Its the party of Trump, whether the RINOs like it or not. My eyes are on a handful of Midterm results to see how effective that party is at ousting the RINOs.

Germany became a shadow of its former self around 1992 and its only been downhill from there.
