There used to be a site called 419 Eaters where a group of people used to scam the Nigerian guys back. Make them do crazy shit like that to "prove they existed" and stuff like that.

That's from that site. The guy doing the counter-scam actually talked the 419 scammer into posing for that picture to prove that he was serious about making money on the internet.
