The problem with those minerals is thanks to leftist bureaucracy, opening up a mine takes several years where you have to thread the needle of countless permits and placating environmental justice groups. Elsewhere you just hand El Presidente a bribe and you can start strip mining the next day.

It’s not just the bureaucracy that’s the issue. The biggest source of EV minerals in the States that I’m aware of is in California. Might as well be on the moon, in terms of recoverability, courtesy of the dingbat NIMBYists who really do think their alternative energy shit runs on rainbows and unicorn farts. Even if a company could navigate the regulatory process to Commiefornia’s satisfaction, I have little doubt they’d wind up buried under lawsuits and injunctions from every envirowhacko organization under the sun.

america has some shitty, shady practices when it comes to the treatment of the work-force, but there's no way made any company would risk mining for EV minerals in the states. There's a reason it's done abroad, and it's because it's dangerous as hell. Not just the physical mining part, but most of the materials are toxic and require X levels of PPE before you could 'safely' handle, transport or process any of it.
Luckily for us, in this GLOBALIST world, Health and Safety is very very short-sighted. So those starving little African kids that are getting whipped by Chinese charge-hands and foremen, just don't get the same protections as us in the west.
Great aint it? Making money is global, reducing carbon foot-print isn't. Sending your low-skilled work abroad is global, protections for workers isn't.

The Federal government has student loan repayment programs for some employees and military members. Police and firefighters don't work for the Federal government* and are not entitled to any compensation from it. If you want your city to repay their employees' student loans, I'm sure that would be possible, but it would have to come from your city's funds.

Yes, basically. Used to be most nations with EV metal sources mined them for their own industries, because these things have uses beyond just EVs. Then China did what China does, and subsidizes its own industry with government money so that they could undercut all the international competition back in the 90s. Most non-Chinese EV metal mines have since suspended operations because there's just no way to make a profit. A few are looking to start back up again courtesy of the tech shortages brought about by the coof, and there's apparently exploration in Greenland that's uncovered significant deposits but of course 'muh natives' so once again, these rocks might as well be on the moon.
