That's a very long game they'd have to play with increasing the amount of blue states (DC and Puerto Rico for one) while condensing the amount of red states, so for now they just have to gnash their teeth about how it's unfair the noble POCs in the former don't get statehood while the irrelevant flyover rednecks in the latter do.
