Because the Religious Right made an ass out of themselves in the 80s and 90s screaming about Dungeons and Dragons, heavy metal, South Park, Pokemon, Harry Potter, and Grand Theft Auto and getting BTFO at every single turn. I don't think they had a single success when they didn't get left-wing soccer moms and other Tipper Gore/Joe Lieberman types onboard with them. They created their own culture instead which gave us Christian rock, Bible games, and Kirk Cameron movies.

It was a lot more effective than that. Quite apart from the people fired or dragged through the dirt on trumped up charges, the culture of fear and paranoia that it engendered was incredible. Parents were terrified of school teachers or doctors finding the entirely inevitable bruises that resulted from kids rough-housing and interpreting it as abuse, or just plain gaslighting their kids into thinking they'd been abused. It's difficult to imagine growing up in that sort of environment when you haven't experienced it, but it was real and pervasive, and the propaganda that was floating around destroyed the trust and security of countless families. I am convinced it led to the helicopter parenting culture of the late 90s and early 2000s.

IIRC Caves of Steel was about massively overcrowded underground/enclosed cities where nobody went outside to nature, which fits with the citypodlife plan.
