I had no idea those were ears. I thought it was just a mound of big Steven Universe hair.

I always figured they were supposed to be kind of like how cartoon dogs will have long ears that kind of double as hairstyles. It's a pretty common design trope, and it's like the only thing that really indicates her being a dog since she doesn't really have a proper muzzle.

Admittedly, I do like the design more now, but it does beg a design question about the muzzle. The armpit wolf has a pointy snout, after all.
