1. Developing faster is likely an evolutionary advantage and if people that don't mature faster can't leverage their DNA than you're infringing upon their right of natural selection.
2. Teenagers already have sex and it's promoted by the schools (sex ed) and the media and you aren't trying to get rid of sex ed or make causal sex (including kissing) R rated.
