I never said child you explicitly defined pedophilia as being sexually attracted to people under 12 while ephebophilia as above 12. Some 14 year old can be underdeveloped but that doesn't stop you from trying to fuck them does it.

pedophilia = pre-puberty,
hebephilia = puberty
ephebophilia = post-puberty (adult)

and there are age ranges but they vary person to person so a one size fits all policy doesn't make sense.
