Why are they doing this though? This isn't like Stream.me where Ethanol was one of the biggest streamers. Does he bring them enough cash/lemons to earn that type of twitch-thot protection?

It's totally possible. The only reason I even knew Dlive existed was because of The Gunt

It could very much be that Ralph, in terms of funding, punches above his viewerbase weight, or simply that they have so few big names that Ralph is valuable, or maybe they just don't wanna lose ANY contributors and they'd do this for anyone. IDK. I know next to nothing about their platform.

Doubtful. You would need some hard evidence for the police to bother with it like first hand witnesses formally filing a complaint while she is still drunk.

It depends on the state, the mood of law enforcement on that particular day, and the person in question's criminal history. Ralph might get in some trouble if footage got out, but the fact is that at least in my neck of the woods, taking random videos from non-identifying sources on the internet isn't SOP. That's basically the equivalent of hitting the tip line. They'll look at it, but that doesn't guarantee they'll act on it.

Ser Ralph would be a fun character you'd see show up in a single chapter. He'd be this shitty hedge knight who the local lord lets go and collect taxes to yell about the king then lets him keep a small cut. Just gets drunk, slaps on his armor that his gunt hangs out of, and brags about his 'beautiful' mistress who is just this weird peasant girl. There's weird shit going on with him but it'd only be hinted at because Ser Ralphs shit has no impact on any meaningful story.

A main character would comment that Lord Dax uses a hedge knight because if the king finds out about his shit talking, Ser Ralph will get the axe and Lord Dax can deny any connection.

Now gimme those sweet sweet puzzle pieces.

The whole crooked lot of Dlive probably are in on the gunt / M101's / Dame's "legal" Central American girls telegram group. At this point DLive is either a money laundering scheme at best or a covert child exploitation outfit at worst. No other site would pay Ethan a shred of mind unless he had dirt on the admins.
