Every one of them has a smartphone and is being precisely tracked at all time, with their name and full profile available to the authorities. By default all of those phones have wifi and bluetooth on to further enhance location rpecision, each one playing off each other there. Most people there can be positively identified when that is combined with video evidence of most every crime. They could all be touched if the authorities wanted to.

You're not totally wrong but you have to remember that police are the ones who have to deal with murdered & abused children, traffic accidents, being alert to danger and in fear for their own lives on a perpetual basis. Most of them have PTSD and rather than the police themselves being "reformed" it's accepting they have a shitty job in which they have to process a lot of the worst things society has to offer and they probably need better support.
