They're not supposed to. Every time it happens black leaders think it won't negatively impact black communities, that it will only hit the white neighborhoods and businesses. Back after the cop who killed Mike Brown was acquitted, his mother and father said to burn Ferguson to the ground, but "don't hit black businesses". Small businesses never came back to Ferguson, and while Starbucks and what-not did, the city didn't have the huge economic boom they hoped for because of the chimp out.

the starbucks in Ferguson is at the outskirt near the city line far, far away from the burned down quiktrip. another 800 feet and it's in unincorporated st. louis county.
