His claim is that the guy's name is showing up because he changed it, his name showed up in a search of "The Ralph Retort" before the stream even started. Meaning:

I am very slant against Ralph in general at the moment for calling PPP a pedophile for no reason. If this is actually Ralph, though considering how much Ralph gets impersonated in these chats who fucking knows, then clearly he's losing his fucking mind.

So I'm guessing Ralph got really drunk, flagged Phantom Organization while intoxicated on his alcoholic high, immediately regretted it like a night with a hooker and proceeded to nuke the shit out of everything involved and is embarrassed about it.
