yes they did and they did so on the subsequent 528 pages too. You miss NOTHING by not reading it because literally not a single thing in it matters
 
Then why does nearly every anime featuring high school kids (so nearly every anime) feature scenes of the characters hanging out on the school roof?

(Seriously, even before this incident, I wondered about that.)

A lot of anime tropes (and fictional tropes in general) are done for the audience/writer convenience. A rooftop is a great place to have a private scene with only a few characters, just like an empty classroom. Even though in reality schools don't like the students being able to sneak off unsupervised.

It's like how the protagonist is always in the window seat so they can see outside and only talk to the secondary characters surrounding them.

Kara's butthurt over not getting cast in Vic's Star Trek series and instead losing the part to Vic's ex-fiance, who she implies is a jealous bitch, was about as petty as it gets.

It is likely that rooftop access at school might have been a thing decades ago (when the writers went to school) But these days buildings tend to lock those doors for fear somebody will commit suicide via jumping. Just look at the tragic KyoAni Fire this week. Of the 33 dead, 20 were found trapped trying to get out the locked rooftop access fire escape door.

When you stick a bunch of people in a room and tell them to work 100+ hours a week, even if that work is drawing cartoons, they're gonna want to jump.
