After splitting apart in 2006, CBS and Viacom, who both remain sister companies owned by Sumner and Shari Redstone, figure to re-merge to compete in a ever changing landscape. Paramount's television assets went to CBS as a result of the split.

For geek culture, this would finally bring the film and tv rights to Star Trek back under one roof. For movie buffs, CBS All Access could take advantage of its streaming service by bring Paramount’s film library to their service for its user to fall back on.

It has to do with the split between CBS and Viacom in 2006. CBS holds the television rights since Paramount’s Original tv assets went to CBS while the film assets remain at Paramount.

Right now, it seems like the films aren’t happening because of Beyond underperforming and the proposed forth film having script problems. I think the Discovery people in charge of it don’t want Paramount to do anything film wise like Tarantino’s proposed R-rated Star Trek movie.
As I'm strictly a fan of the TOS crew this makes no difference to me...but I'd like to see these media conglomerates broken up rather than re/merging.

This is almost like when Disney and Fox merged, I already thought they owned each other.

Redstone, from what I heard, wants to merge both companies back together because she wants to have more "scale and size" against Netflix and Disney. I heard rumors she wants to buy another company after the re-merger happens and maybe sell it to Verizon, whom was interested in buying Viacom.

^I wouldn't be surprised if Verizon buys the reunited CBS-Viacom to compete with AT&T owning WarnerMedia and Comcast owning NBCUniversal.
I mean, why not. Verizon is the only one of the big three telecommunications companies that have yet to enter in the entertainment business.

I would also imagine that CBS-Viacom would also need to bulk up its film library like Warner Bros. and Universal have over the past few years and expand their film operations like how Disney-Fox and Sony have. I heard they are legit looking into buying Lionsgate, since they own Starz, which CBS has had talks in buying. Though there hasn't been anything at all, I could say MGM as well given they have a impressive library of classics, but that seems unlikely even though they have been seen as a takeover target by a another studio over the years.

So to update on the merger, CBS and Viacom will both report to their Q2 earnings calls respectively on August 8, where it could mean they'll announce a deal for the merger.
