That eye direction shit is mostly an internet meme that's kind of just a buzzword at this point, like, "OHHH Becky looked to the Right when she said that, she LYIN'. Gorl, get exposed!"
Psychologists and experts in the field don't put any stock in that. If you're really good at reading body language there are some ques you can pick up on.

Phil is rapidly shifting his eyes all over the place constantly at this part because he is a squirmy, greasy little piggy. One thing to know about Phil is he always looks like he's lying, even when he's completely telling the truth. It's because he has absolutely zero self-confidence, so no matter what he's saying he always makes a 'Believe Me' face and nervously acts as if he has to convince you like people do when they are lying.
He's so looney from being socially isolated that he behaves as if his camera were a real live person which, due to his lack of self-confidence, causes him not to be able to look in the camera when he's talking just like he is unable to look people in the eyes, so he shifts all over the place because it would be even weirder broadcasting yourself talking while staring at one spot on your wall or some shit. Even from that Headset unboxing video with the camera not even pointed at him he's going crazy shifting all over the place while talking about his opinion and experiences with various headsets, he can never just calmly address his viewing audience, it always has to be some puffed-up blustery over-the-top shit to try to assuage his own lack of self-confidence when speaking. When he says his spiel about how comfortable he is speaking on camera and how he's done it so long he's great at it and completely confident, that's a fucking lie.
I've seen him on multiple occasions do some weird goatee cupping into palm smelling action and then sneakily glance at the camera out of the corner of his eye as if he's trying to determine if the camera noticed that weird stank huffing he just did, instead of say glancing sneakily at streamchat on his laptop to actually see if his viewers are calling him out on it. He's a fucking head-case, so trying to get a read on him as you would a more well adjusted average person probably won't be that elucidating IMO

Technical language has increasingly become attached to the common parlance with society's accelerating technicity. Scientific language like "Correlation" and "Exponential", Art language like "Juxtaposition", and Computer language like "Program, "Decode", and "Refile". However, because of our society's specialization of work, the correct use of these terms is compartmentalized, unknown to the masses that uses them. Psychological knowledge and language, like reading eye-movement, is abused like the rest, but I don't think it can be completely dismissed because of that.
I have a friend that's an accomplished therapist, who's been helping people with trauma issues for many years (unfortunately, I can't say any more than that, cuz Powerlevel, so you'll kinda have to take my word). Recently, this friend has begun using "Eye Movement Desensitization and Reprocessing therapy" (EMDR) with clients. With EMDR, eye-movements are used to properly "refile" the memory of the traumatic event. What perhaps used to take two hours can now take forty minutes: "It almost feels like cheating".
IMO, Lolcows are the hyper-accelerated symptom of our masses, and Phil is among the most accomplished. I definitely agree about the inability to "read" Phil (I've said elsewhere on this site that even if one of us Internet-Shitheads had the technical knowledge to diagnose him, it would still be unethical to do so, given that the expert will have never met him IRL). I'm sure his "'Believe Me' face" is as much used to deceive himself as his audience. Subjective and objective reality are interchangeable for Phil and most others that this site follows. We can only see the Phil on the computer screen, and not his malleable self-deception. Attempting to "correlate" his behaviour, to diagnose him, is pointless.
