I think it's one of those animal scooters you used to see all the time at the mall a few years ago.. It would explain the handles on the head, the leg rests and the wheels at the bottom.

Hm. I'm not sure if it's a masturbation kind of plush because the rear isn't even shown in the pictures and we don't have the description of the product itself. To me it looks more like something to sit and move around as if you were riding it since it seems be pretty bulky/heavy and it has wheels.
