If you were born in the USA and you go outside of the USA the Age of Consent is 18. This is the purpose of Federal Consent Laws, they are for all citizens of the nation they are from for if they go outside of it. It doesn't matter where you go, if you fuck anyone below 18 and you were born in the USA you get in trouble.
