Very close. I'd say he got it at 90-95% of his peak while already on the way down. The Duncan stream was one of the first signs of the trainwreck to come imo. Most places outside of the cities in the UK are "small-c" Conservative and are run relatively well. Westminster on the other hand is totally dysfunctional.
