You mean in reference to the low crime/how they handle sa cases? You can chop it up to a multitude of factors in relation to them having a low crime rate. You can say it's because of the very strict gun control, Japan being filled with largely Japanese people, cultural emphasis on social harmony and social harmony and conformity. Along with high conviction rates when it comes to someone committing a crime.

You can also say that they don't report or catalog certain crimes in order for them to maintain a clean imagine. Like that incident a a decade ago involving Osaka police in Tokyo. This has already been done to death by Proship communities before they switched to the fiction argument too.
The problem with this argument is that you are accepting that you have pedophilic tendencies and you are trying to "satisfy it in moderation" with "drawings".
like if you didn't have pedophilic tendencies at the first place why do you want to assault real children/goon to cp etc etc.

There's a reason why Japan had to make separated gender trains because the groping and sexual assaults where so massive (that is also a common trope in hentais btw) they had to just segregate the genders, the police for what i've told by japanese friends just dont care much about sexual assault charges.
