Most of the Indians can't legally vote and the ones who can voted as an ethnic block. The rest should never be granted citizenship. To split hairs a bit, my recollection is that the underlying charges weren't false, but that the inmates were supposed to be up for parole under normal practices, but under Kamala the state DoJ fought tooth and nail to deny parole in nearly every case, with the explicit justification being the value of the labor provided by the inmates to the state. Literally "you can't release them because they make us money if they stay locked up."
