A lot of the ramaining bigwigs out and about for a public holiday in Tehran today. Likely feel safe walking among the civilian gathering because they know no strike would drop in a crowd of civvies like that.

That’s just something they do. I don’t know exactly why, I’ve only noticed it on IRGC members (they also seem to be longer on leadership), but it may be all Iranian ball caps. It’s worth pointing out that this is only for ball caps, other caps have normal sized visors (if they have them).
This short video has a lot of footage of IRGC members in caps, though no leaders with the really long visors (except at angles where you can’t see)
