Do grand juries only do one case at a time?

It seems like a lot of legal infrastructure to convene a grand jury to indict every single random crackhead and then send them all home.

During jury selection the prosecution will likely strike until they have a very conservative jury full of law and order types who are not going to take kindly to a repeat felon.

Didn't @Null keep saying he wouldn't be in prison because right now he's a economic bonus and not a drain on the taxpayer's if he's jailed?

I'm not sure gambling and crack pays any sales tax in his state, or he has to pay tax on negative income tax returns, but I could be wrong.
