It's really not erotic at all and nobody, and I mean NOBODY took it that way. YouTube clips and the internet recut the entire scene to make it more like that because the Internet sucks.

It was Raven's birthday and on her birthday, her father Trigon was going to use her as a portal to destroy the world. Slade/Deathstroke, a villain who died in a previous season shows up with mysterious powers he never had. He came to deliver the message that her father is coming and to be ready because his soul was enslaved by Trigon and given powers. Hence, said scene. The only reason he tears her clothes is to make a point because her body is marked with runes symboling Trigon.

Seriously this video has been circulating reddit for a decade. A former Jerry Springer producer named Norm Lubow spent a year trying to sell this video to media agencies for $1 million.

Lubow is known in the industry for selling fake celebrity videos. There is no evidence suggesting the person in the video is the same person from the FBI. This specific video has been debunked.
