Superman at his best is the best superhero. The whole point of the character is his humility. He doesn't play God (like Luthor). He sees superheroes in average people trying to hold things together.

This is also why All-Star Superman botched its ending: Grant Morrison is an occultist, so he fundamentally misunderstood the core of what makes Superman work. He makes superman benevolent because of quantum monism "we're all connected" mumbo-jumbo.
 
The Question probably, basically just Alex Jones if he were a superhero and liked Noir private detective get-ups.
He's definitely diligent, promotes good morals in that you should always tell the government to fuck off, he doesn't need super powers since those are for pussies.

My favorite superhero is Maduro, who is like the resistance fighting against Trump and America, who are like the empire in Star Wars.

The Punisher is both the most based and the most American in terms of ideology and praxis. The Question is a good answer too.

In terms of all the criteria you listed, I'd say maybe Hal Jordan with the right writer. Or Captain America obviously.

That's why Magneto set up his own mutant Israel. It was called Genosha and it had blackjack and hookers was a haven for all the mutants, before Cassandra Nova holocausted it with big goofy robots.
