Without a navy and with no way to keep up radar coverage of the Strait, Iran wouldn't have been able to do very much to shipping. With drones however they don't necessarily need radar or bulky missile launchers. Would be a nice tool, but the drones are cheap and small enough that one can observe the Strait 24/7 with them. I am not arguing that this is what will happen. Just pointing out that Iran will not run out of equipment with which to attack the tankers with.
