To be fair if you were expecting everyone to be using transponders you could assign less soldiers on tracking the ships. Now they need to decide between putting more soldiers on visually identifying each ship (which might be more difficult then expected if paperwork relied on the transponder number) or just firing on any ship without a transponder, which would require discussing the political ramifications with their allies.

Depending on what type of intelligence Russia would be willing to give up I imagine it would be. At least enough to determine heading, speed, etc. And that would be enough to pilot a drone to a general vicinity of where you think a tanker would be by the time you get there. Again, that would be incredibly manpower and resource intensive, but desperate times call for desperate measures.

You really don't know a lot about politics! It's a lot more than just natsec stuff. The AIPAC donations tend to be like 6 figures tops which is not a lot for big media buys. You want to run for president, become a national hero. You want to make the government a little better, volunteer in a local race, learn how it works, learn what's at stake, meet and network, make alliances, impress people, and later on maybe make a huge bet on yourself. If you're not already actually upper middle class (7-8 figure net worth with finances worked out) you will not be able to run for Congress, it's too expensive to be a congresscritter. You'll basically runa congress person if you intern and do a good job. It's not hard to become one of their handlers actually. In politics talent rises to the top, but sadly shit rarely gets flushed. State, municipal, and county races exist and are cheaper and have lots of real levers on the things that make life good or bad. Lower barriers, 10 - 50k levels for campaign budgets. Driven by local networking and appealing to activist citizens.
