this makes sense to me in the context that they are currently conducting large scale assassination attempts on multiple people, so they would be hesitant to announce anyone they're targeting, for many reasons, like that they might get multiple guys in one room and it could leave the door open for who was really MEANT to be targeted, or that they even know who is where.
