Intentional, low-flying is one of the techniques used to ensure a missile gets through, it can get closer before being detected by RADAR, and as such, gives less time to intercept.

If it was a targeted attack, Islam has made their pov very clear; death to America. This includes the culture. That depends on whether they just want to go for military targets or get some prestige targets for the purposes of ruining morale and visibility. If they hit the Burj or the actual skyline in Dubai and decimated a few buildings or significantly damaged something like the Burj it would be a really substantial thing and show the vulnerability that Dubai and really any city has.

Cruise missles like the Tomahawk fly at subsonic speeds, they're harder to detect and even harder to shoot down when flying low.


This all has to do with complex math, long story short the curvature of the earth and mountains allow it to fly undetected.
