This isn't as big of an issue as you're making it to be. Every other facet of software, including the ones you listed, is actually updated relatively easily. It's just they're not used to having to update this as frequently. Maybe they're shorter staffed or the only hired retards but it's honestly not that difficult to update these algorithms once you have the information from CBP in front of you to update it with.
Again, it's really not that difficult that go ahead and create addendum files to just bill out everything else you need to pay. Most of these deals were on contracts and after the first batch of tariffs, if a 3PL didn't have a plan in place for further changes, that's their fault for not reading the writing on the wall. Trump didn't hide any of this stuff and every good Ops manager would've been paying attention afterwards and helping adjusting the incoterms accordingly. It's not nearly as difficult as you think to collect this money.
