It depends on the law. They give foreigners a little leeway (especially if they are westerners). For example a buddy of mine got pulled over, the cop walked up and saw he was a white foreigner and was basically just "Fuck it, go. I don't want to deal with translation bullshit". The thing you need to worry about are civil suits, local vs foreigner will get you fucked every day of the week even if the local is clearly at fault.
