I think the dirty little secret about aliens is that UFOs are definitely real and the US government doesn't know what the fuck they are, but is confident that they aren't some shadow US government project or a near-peer like China or Russia. The US government doesn't really want to admit this because it's a huge question mark and cannot say whether it's a threat or not.
