The interesting part to me is that they address strict scrutiny and say the statute still survives that analysis. Usually when courts invoke SS, it means the law is toast; they use "rational basis" when they want it to survive, and "intermediate scrutiny" when they want to pretend they gave the losing side a fair shake.
