Fires aren't really because of drought. Sure dry years contribute, but it's more a function of land mismanagement. One, California does not allow clearing of brush or dead trees, or thinning of forests. In some places this has allowed dead brush to build up until it's 3 or 4 feet thick. So when a fire does start it burns much hotter than a regular fire. And becomes a raging inferno that can't be controlled in any way. When it's done burning, it's sterilized the land and only brush and grass grows there. Which then is allowed to build up and catch fire again.
