Multiple studies suggest that child sexual abuse in Japan is highly under-reported. Japan's age of consent was 13 up until 2023, when it was changed to 16. CSAM/CP was entirely legal in Japan until 1999. Simple possession of CSAM only became illegal in 2014. There is a provable link between the consumption of lolicon, shotacon, etc and the consumption of actual CSAM, as well as the likelihood that someone will commit sexual abuse against a child. The issue is not whether or not there is a link between the two actions, the issue is with Japan's numbers on this shit. It is well known that Japanese law enforcement often don't charge the perpetrators of sexual assault. I think it's more than reasonable to assume they are less likely to charge for crimes against children as well.
