Part of it is Norm was never a great actor, any time he wasn’t doing an impression of someone his character came across as Norm reading lines. The other part is the type of sarcasm, for the most part, is not the type of sarcasm Norm excelled at: pretending to be sincere until his target took that sincerity as, well, sincere, and then snapping the sarcasm down.
