My first thought was opiate-induced stuttering, but having known many legal and illegal users of opiates, I have not heard verbal impairment this severe before. The stuttering is not typical, though the slowness and hesitations can be.
HOWEVER
There is much research that points to anti-psychotic and anti-convulsant meds as being known to cause stuttering. In this list of meds that have/can cause stuttering, no medications used to treat Crohn's Disease show up in the literature. I could not find any credible studies connecting Kratom to verbal impairment, though neurological damage has been reported.

When I listen closely, it is my opinion that much of his verbal tics are over-exaggerated and seem performative, though historically, Tragic hasn't exactly been a silver-tongued devil. Just a devil.

Update and correction.
Previous post I mentioned that there has been no link between Crohn's medication and stuttering.
Upon further research, there is a syndrome I am familiar with called Tardive dyskinesia, It is a side effect of certain medications. It can produce Tourette's-like tics in people who take anti-psychotic meds.
It can also be a side effect of Metoclopramide which is a medication that could be used in G.I. issues. So while the literature does not specifically speak about stuttering, physical tics are not unknown with this med.

Come to think of it, it's been a looooong time since I can recall seeing a current live appearance by Metthew. Perhaps he is also randomly sticking his tongue out and twisting his head about on his neck, as is common in those I've observed with tardive dyskinesia.
