That doesn’t make much sense, he’s your neighbour but he put a padlock on the laundry? Is it his own laundry? Is he blocking access to the communal laundy? How do other tenants feel about it? Also two wrongs don’t make a right, so purposefully annoying him makes any complaints you could make to management null-and-void
