Ten people, including one shooter, have been killed in an attack at Sydney's Bondi Beach on Sunday evening, NSW Police have confirmed.

A second shooter is in police custody, and is in a critical condition.

Eleven other people were injured.

Two police officers were among those shot.

A suspected improvised explosive device (IED) has been located and is being dealt with by the bomb squad.

In an update just before 9pm, police said the operation following the public place shooting which unfolded on Campbell Parade about 6:45pm was ongoing, with the number of casualties "expected to change".

"At this time, a further 11 people are reported to be injured, two of which are police officers," they said in a statement.

Earlier in a post on social media, police called it a "developing incident", urging people to avoid the area.

"Anyone at the scene should take shelter. Police are on scene and more information will be provided when it comes to hand," they said.

"We are still asking people in the area to take shelter until we can determine what is happening."

Emergency services are at the scene, including more than 25 resources made up of medical teams, ambulances, helicopters and special operations units.

There is no information at this stage about the target or nature of the shooting, but a Chanukah by the Sea event was scheduled to take place near the children's playground from 5pm, and had begun.

NSW Ambulance said they were treating multiple patients at the scene and have transported six to St Vincent's Hospital, three to Royal Prince Alfred and two to St George.

Vision from the grass area at the beach shows a frantic and horrific scene with multiple people lying on the ground injured as paramedics work on them.

People can be seen running away from the area, others have got bandages on their head while other people are covered in blood.

'It was panic'​

Randwick resident and former journalist Elizabeth Mealey said she was having dinner in the Icebergs restaurant when they heard shots ring out.

"We thought it was fireworks, but it wasn't. It was something much worse," she told the ABC.

"People started running right up the beach. It was panic and the panic spread to Icebergs and people are standing around still not knowing what's going on, so it's scary."

She said she could not see the shooter, but it sounded like it was coming from somewhere near to the Bondi Pavilion.

"It felt like it took a long time to hear a siren, we've got a helicopter coming in now and ambulance is arriving, it's pandemonium, and we really don't know what's happening."

She said she saw people running from north Bondi to the south end to get away from what they could hear.

"We did hear what sounded like another type of gunfire, eventually which we were hoping and assuming it was police shooting back.

"And after that, it went a bit quieter but still kept up, but at this point, we are assuming it's over, but no one really knows.

"It's terrifying."

ABC deputy head of communications, Sally Jackson, was in North Bondi when she heard about 20 shots fired and saw people running from the beach in their swimmers.

She said women and their children were knocking on gates and asking to shelter at nearby homes.

"There was like Jewish women and children, incredibly distressed, very, very distressed and scared, who went upstairs to the bedroom here and stayed here until we could arrange for family members to come and pick them up," Ms Jackson said.

In a statement NSW Premier Chris Minns urged people to follow the advice of authorities.

"The reports and images coming out of Bondi tonight are deeply distressing," he said.

"We will update the public as soon as more information becomes available."

Prime Minister Anthony Albanese described the incident "shocking and distressing".

"Police and emergency responders are on the ground working to save lives. My thoughts are with every person affected," he said in a statement.

Speaking at an event in Jerusalem, Israeli President Isaac Herzog spoke of the shooting, calling it a "very cruel attack on Jews" during a special community celebration.

"Our hearts go out to them. The heart of the entire nation of Israel misses a beat at this very moment, as we pray for the recovery of the wounded, we pray for them and we pray for those who lost their lives," he said.

“We repeat our alerts time and again to the Australian government to seek action and fight against the enormous wave of antisemitism which is plaguing Australian society.”

Later, the hero would be identified as Ahmed El Ahmed, a 43-year-old Muslim father of 2, and a fruit shop owner from Sutherland. He is currently being hospitalized for his injuries. He is expected to make it.

Because the beach is for everyone to share. If you want to celebrate on a beach, get your own by getting a cottage by the lake or ocean.

I don't think it was targeting against jews as stated by the media because I'm sure others were there.

BTW, for everyone sperging about the police taking 20 minutes, please consider that while there may have been one crew around featuring two cops, one of them female, both armed with pistols, I think they did the right thing to assess the situation and call in serious troops, which only took 20 minutes to assemble and arrive at the scene. The cops did just fine. Also, for those that might pick up on the female cop. Yeah, it's good policing when you're dealing with ordinary drunk idiots, which is the majority of it. The lady cop tells you to settle down and if you don't, the guy cop will kick your ass, mace and taze you. It's pretty good street policing, remembering that giant fentanyl niggers are uncommon in Australia (for now).

The footage of October 7 guy covered in blood, I admit is weird. He'll end up in conspiracy lore for years to come.

Ultimately, I don't think there is a conspiracy just like there wasn't with Port Arthur. The authorities, who have a prohibitionist agenda, need merely wait for the right kind of tragedy to eventually happen, to then say "see, we need to ban x now."

This particular tragedy just inconveniently happened on the back of years of pro-Palestinian marches. I think most major cities have a standing one, that gathers every weekend and waves placards to honk if you support gay rights in Palestine.

I think all countries need to ban guns. This is proof a gun is the worst thing to ever happen to humanity. Round them up and the psychotic gun owners who feel the need to own a weapon of math death and destruction. This incident has traumatized me deeply, it's an every day reminder we live in a world of Holocaust. As a Jew in America it's pretty clear far right radicals are targeting me once again! No, the cops were definitely failing here. The two men were shooting into a children’s event at a playground. Yes, I’m saying it, the cops should have risked their lives to stop it. That’s exactly the thing they’re supposed to die trying to stop.

The two female cops should have held positions under cover and concealment until 1 to four other officers arrived depending on the situation.

In this case, they should have waited for probably another cop then proceeded to find and engage the shooter to Stop the killing.

This is SOP for nearly all armed police in the Western world and was learned after the police at Columbine did what you are proposing.

Waiting for SWAT is allowing the aggressor to kill even more people. Barring very select metro areas or agencies (FBI HRT out of Quantico) most SWAT officers don't sit at the police station or SWAT HQ but are on regular patrol like the other cops or being detectives.

This means they need to travel from throughout the area, assemble, then engage the attacker.

The patrol officers may be at a disadvantage regarding weapons when faced with a rifle but most mass shooters are poorly trained and will panic when faced with armed resistance. Officers behind a low concrete seawall, concrete trashcan or bench should be able to engage the shooter and even score a few hits especially if they are firing from a resting position.

The goal is to stop the threat and if that is not possible to have the shooter engage cops so they don't kill unarmed people.

Cop can shoot in certain cases where a guy runs and it's reasonably sure he's going to kill people (this slime does doesn't he?) I think but could a civilian do that in the case of stopping the (possible) continuation of a terror attack? And if not by the law, would there be some "letting it slide because public interest" thing happen starting with the cops? da? or a judge?
No, you're right. In the US, if the threat is gone, self defense no longer applies.

It'd come down to prosecutorial discretion.

Tibor Weitzen (78, Israeli migrant and member of Bondi Chabad Synagogue; shielded his wife).

Dan Elkayam (French-Israeli national, described as a footballer).
Matilda (10-year-old girl; youngest victim).

Marika Pogány (82, Slovak citizen; identified by Slovak officials and Jewish associations).

There is a report of a former police officer killed that might be non Jewish.

The only non-Jewish victim identified so far has been Peter Meagher, a freelance photographer who-- wait for it-- had been hired by the organizers to photograph the event. So: not Jewish, but was attending the event when he was killed (i.e., not just a random beachgoer caught in the crossfire). He was also a retired police officer, so that may be who you were referring to at the bottom of your post.

Bondi Beach doesn’t just mean the sandy bit, at least to Sydneysiders. The Hanukkah party was not on the beach but on a grassy park just up from the beach, next to Bondi Pavilion (see map below). It was a ticketed event with security guards, plus a big screen that had Jewish stuff on it, like menorahs, and signage that said Chanakah by the Sea. The pedestrian bridge at the car park looked over it. There are multiple vantage points along the beach and Campbell Parade if you want to shoot at the people on the sand, on the streets, at Icebergs etc.

American police active shooter training is to immediately engage and counter attack.

Its ok if you dont get them or take shots out of effective range. The goal is to get them shooting or concentrated on you instead of civilian targets. It doesnt take much to pin someone down unless they are actively suicidal or wearing an amount of armor that would preclude them sneaking into somewhere easily. This is training they give to even some prison guards.

The Aussie cops should have taken shots behind cover.
